We have acted in domestic arbitration proceedings, involving complex, multi-million dollar residential and infrastructure projects, while also representing clients in mediation aimed at achieving efficient and commercially sensible outcomes.

Rhoshvin Singh holds an LL.B (Hons.) from Cardiff University, United Kingdom, and was admitted as an Advocate and Solicitor of the High Court of Malaya in 2017. He co-founded Rhoshvin & Wong Partnership in 2026 after practising with some of Malaysia’s leading dispute resolution firms. Rhoshvin’s construction law practice, which has been the principal focus of his legal career, has primarily involved domestic arbitration proceedings arising from disputes in relation to residential, commercial and infrastructure projects. Beyond contentious matters, he has extensive experience advising developers, consultants and contractors on the preparation, review and negotiation of construction and engineering contracts based on various standard forms of contract, including PAM, PWD and FIDIC.

• Advised and represented an employer in Malaysia in an arbitration filed under the PAM Arbitration Rules involving a total value of claim of approximately RM53million, for disputes arising from the construction of a commercial office building in Shah Alam.
• Advised and represented an employer in the preparation and drafting of the letter of appointments for project manager and consultants, consultancy agreements, documents for construction contract and legal advisory services, in relation to works for the development and construction of a campus in Gunung Lang, Perak.
• Advised and represented an employer in statutory adjudication proceedings under CIPAA 2012 commenced by a contractor involving novel issues concerning EOT and LAD, in relation to disputes arising from the construction of a condominium in Penang.
• Advised and represented an employer in statutory adjudication proceedings under CIPAA 2012, in relation to disputes arising from a project in Johor.
• Advised and represented a contractor in court proceedings, in relation to disputes arising from an integrated mixed-development construction project in Penang.
• Advised and represented a UK based oil & gas company in the Kuala Lumpur High Court and arbitration proceedings, against a structural fabricator of offshore oil & gas facilities.
Wong Chuen Zen read law at Cardiff University, United Kingdom, where he achieved first-class results in each of the first two years of his LL.B. and was awarded the Cardiff Law Transfer Scholarship. He subsequently completed the Bar Professional Training Course, passing all professional examinations on his first attempt. Upon completing his professional legal training, he was called to the Bar of England and Wales by the Honourable Society of Lincoln’s Inn.
Prior to co-founding the firm, he practised at a boutique law firm specialising in construction law and dispute resolution, where he gained experience in a wide range of construction disputes and litigation matters. He later joined the construction disputes unit of a prominent law firm with a top-tier dispute resolution practice, where he worked alongside some of Malaysia’s leading construction lawyers on complex and high-value construction and infrastructure disputes.
Throughout his practice, he has advised and represented developers, main contractors and subcontractors in a broad range of dispute resolution and litigation matters, including court proceedings, statutory adjudication under CIPAA 2012, arbitration and mediation. His experience spans large-scale residential and commercial developments, transport infrastructure projects and other major infrastructure works.

• Advised and represented a main contractor in High Court proceedings to set aside and stay an adjudication decision exceeding RM10million and resist its enforcement, and in the ensuing Court of Appeal proceedings, in relation to disputes pertaining to a rail systems work package in Kuala Lumpur.

• Advised and represented an employer in High Court injunction proceedings arising from a call on a performance bond, in connection with a mixed development project in Selangor.
• Advised and represented a property developer in multiple High Court proceedings involving purchaser claims exceeding RM10million for LAD under the Housing Development (Control and Licensing) Act 1966, and landmark issues concerning limitation, prospective overruling and reliance on extensions of time granted by the Housing Controller.
